Rosen Penev 4bd8f1bae6 dnsdist: fix compilation on PIE ARM64 
$(FPIC) evaluates to -fpic on ARM64, breaking compilation:

The dnsdist build system handles it properly anyway. Added --with-pic to
make it explicit.
