Rosen Penev 011b546df6 radsecproxy: update to 1.8.1 
Removed upstreamed OpenSSL patch.

Added PKG_BUILD_PARALLEL for faster compilation.

Cleaned up Makefile slightly.

Ran init script through shellcheck.
