Rosen Penev a327cfca21 gst1-plugins-base: Disable various debug checks ...

Saves on compiled size.

Also got rid of outdated rpath linking.

Added PIC compilation as is done elsewhere.

Added PKG_BUILD_PARALLEL for faster compilation.
