Sebastian Kemper b43e63b66d lighttpd: fix CONFIGURE_ARGS ...

With the current layout CONFIGURE_ARGS can end up like this:

--with-mysql --without-mysql

To avoid that join the ifneqs of the two mysql related plugins.
