ksmbd-tools: bump to 3.5.4

The major changes are:
 - Add max ip connections parameter. (ready for future upstream fix) at the moment is reverted by: 18bdeda011
 - unlock follow symlinks parameter to support symlink.
 - send bind_interfaces_only parameter to ksmbd.
