Ted Hess f1e4bc9234 gstreamer - Upgrade to 1.8.2. ...

Refresh patches, fix dependencies.
Fix cpu build issues in gst-libav. Opus moved to plugins-base.
Add opusparse and hls to plugins-bad.
Add myself as co-maintainer
