Sebastian Kemper a5bbf27e35 libxml2: add Debian patches to address CVEs ...

Debian uses libxml2 2.9.4 in Stretch. This adds their security related
fixes from 2.9.4+dfsg1-2.2+deb9u2 to LEDE's 17.01 release.
